Paul Hattis, MD, JD, MPH, FACPM

Dr. Hattis, in his career as a physician-attorney, has worked in a wide variety of roles in the fields of health administration, law and policy as well as in the field of preventive medicine. Prior to his joining Tufts University in 2002, Dr. Hattis served for 5 years as the Senior Medical Advisor to the Department of Community Benefit Programs of the Partners Healthcare System of Boston, MA, where he worked to improve primary care and public health delivery in Boston neighborhoods. He was also previously employed at the Carney Hospital of Boston, as Vice President of Medical Affairs and Director of the Preventive Medicine/COPC Program, the only hospital-based general preventive medicine residency in the U.S. Before this, he was a senior research professor in the Wagner School of Public Service at New York University, and deputy director of the Hospital Community Benefit Standards Program (HCBSP) sponsored by the W.K. Kellogg Foundation. As an attorney he worked in the Office of General Counsel of the American Hospital Association.

Dr. Hattis has consulted nationally, with a recent focus in the area of health care workforce diversity as part of Kellogg Foundation and California Endowment-sponsored efforts. Other roles have included public health program consultant with the Massachusetts General Hospital; consultant to the Association of National Chronic Disease Directors; national consultant in the area of hospital community benefit and healthy communities efforts; program consultant to the Robert Wood Johnson-sponsored programs Reach Out and Volunteers in Health Care in support of organized voluntary efforts by physicians and other clinicians to improve access to care for the uninsured; and developer of a novel leadership training program for physicians and health administrators dedicated to caring for the underserved.

Dr. Hattis received his medical and law degrees from the University of Illinois where he was part of the Medical Scholars Program. He also received a Masters of Public Health degree from UCLA and a Bachelor of Science from the University of Michigan. Dr. Hattis is board certified in Public Health and Preventive Medicine and is a Fellow of the American College of Preventive Medicine. He is the co-author of one book and a number of articles and presentations related to his academic areas of interest.


Anthony Schlaff, MD, MPH, FACPM
Director, Master of Public Health (MPH) Program; Professor, Public Health and Community Medicine, Tufts University School of Medicine
Dr. Schlaff is the Director of the MPH Program and Professor of Public Health and Community Medicine at Tufts University School of Medicine. He received a BA in History from Yale University, an MD from Columbia College of Physicians and Surgeons, and an MPH from the Harvard School of Public Health. He trained in Internal Medicine at Boston City Hospital and in Preventive Medicine at Carney Hospital in Boston and is board certified in both specialties. Dr. Schlaff served as Medical Director of the Codman Square Health Center in Boston from 1985 until 1992 and of the Montefiore Ambulatory Care Network in New York from 1993 to 1994. He returned to Boston in 1994 to work with the Carney Hospital Preventive Medicine Residency Program and directed the program from 1995 through 1999. He has been at Tufts since 2000.

Dr. Schlaff has received national recognition as a program developer and teacher of Community-Oriented Primary Care, a model of public health practice. He is a Fellow of the American College of Preventive Medicine (ACPM) and has served in several leadership roles in the American Public Health Association. He has served as a member or officer of a number of community-based initiatives in both Boston and New York. He is the winner of the 1990 US Department of Health and Human Service’s Award for Innovations in Health Promotion and Disease Prevention. He was a 1997 Primary Care Policy Fellow in the U.S. Public Health Service and is a past president of the Society of Primary Care Policy Fellows. He is currently President-elect of the Association for Prevention Teaching and Research (APTR’s) and was the Program Chair for APTR’s 2010 annual meeting, which focused on the impact of health care reform on public health and preventive medicine.
